ABOUT THE NATIONAL COMMITEE ON URBAN PEST CONTROL

 

Organized by the Office of the President and composed of various government agencies and non-governmental organizations, it is the primary objectives of the National Committee on Urban Pest Control [NCUPC] to assist the MAPECON Philippines, Inc. in setting up the franchise system of the urban pest control set forth in Health Circular 155 particularly for big business entitles, barangays and homeowner/ village associations throughout the country; to assist in setting up of the poison center; and to train and accredit pest control applicators, sanitarian officers, and volunteers in the barangay and homeowner/ village associations.

Other objectives of the NCUPC are to publish and print manuals for urban pest control which shall serve as the basis for training examination requirements for the accreditation of urban pest control workers; to prepare and disseminate information, education and communication manual on urban pest and disease control; to supervise the counterpart fund provided by the MAPECON Philippines, Inc.  from its profits from franchise fees to be used for controlling the disease-transmitting pests particularly in the slums and depressed areas and train organize neighborhood based cooperative recycling centers which segregate, sort and recycle and renewable resources from domestic and institutional garbage with dry and wet garbage recycling per Republic Act No. 9003 [New Solid Waste Management Law]; to encourage the use and commercial application of indigenous patented technologies per Republic Act. No. 749 [Philippine Inventions & Inventors’ Incentives], Executive Order No. 452, Metropolitan Manila Commission [MMC] No. 81-04, Health Circular No. 155, Presidential Decree Nos. 856 [New Sanitation Code], 522 [Sanitation Requirements For Establishments Catering To Traveling Public] and 1096 [Building Code]; to recommend to the local government units [LGUs] including the Metropolitan Manila Development Authority [MMDA], the Metropolitan Cebu Authority [MCA], other regional development councils and authorities pest control plans and programs for their evaluation and approval; and to collate all aspects of sanitation particularly that cause urban pest infestations for analysis, monitoring, and interpretation.

The NCUPC was officially registered with the Security & Exchange Commission [SEC] on October l8, 1991 with SEC Registration No. 196749.  During the 1998 elections held at the Philippine Columbian Association [PCA] Building in Plaza Dilao, Paco, Manila on August 13, the NCUPC elected its officers, Board of Trustees [BOT] and Council of Advisers [CA].

The NCUPC’s major activity is an annual urban pest control week celebration every 4th Week of September of every year as part of the Clean Up The World Month Celebration per Presidential Proclamation No. 990.  This Proclamation has likewise strengthened Health Circular 155. The activity focuses primarily on the prevention of epidemics transmitted by mosquitoes, flies, and other urban pests such as cockroaches and rodents thus enhancing health population and saving many lives through information-dissemination campaigns nationwide and the use of indigenous and locally produced pest control inputs to attain self-sufficiency and economy.
